MESSAGE FROM THE PRESIDENT

ONTARIO JOINS COURT CHALLENGE

On September 26, 1996 Solicitor General Bob Runciman announced that Ontario would join Alberta, Saskatchewan, Manitoba, the Yukon and the Northwest Territories in challenging the firearm registration provisions in Bill C-68. Runciman was quoted as saying "C-68's registration provisions will only divert police resources from front-line law enforcement. It won't get guns off the streets and out of the hands of criminals, it will mire officers in paperwork." It's about time governments started recognizing the stupidity of this Bill and its cost to taxpayers.

EXECUTIVE MEETING WITH LOCAL MPPS

On Friday, Jan. 17, 1997 four members of the Executive met with local MPPs Frank Sheehan, Bart Maves and Tom Froese to express our concerns over Bill C-68 and to outline to them how the provincial government can help in resisting it. While our presentation was generally well received, it was obvious during the discussion that the MPPs are not well informed on many aspects of the Bill including the prohibition of many legally owned firearms, the search and seizure provisions as well as ongoing abuses of authority by some police forces. Continue to call your MPP and press them to resist implementing the Bill. Ask why Ontario, while challenging C-68 in court, has not indicated that it would refuse to enforce the law (unlike the Prairie Provinces which are refusing to do so). Ontario has the right to refuse, so why aren't they?

FIREARM FEE PROPOSALS ANNOUNCED (HOLD ON TO YOUR WALLETS)

On November 7, 1996 Reform MP Garry Breitkreuz released a memorandum which outline the new firearms fee proposals. While space does not permit the printing of the entire fee structure here are a few examples of how Mr. Rock intends to fund his firearms legislation.

Firearm Acquisition Licence

(possession only, you cannot purchase)- up to $60

Non-resident bringing firearms into the country- $50

Possession and Acquisition Licence

(needed to buy non-restricted firearms)- $60

Possession and Acquisition Licence

(needed to buy restricted firearms)- $80

Replacement licences (for any lost or stolen licences)- $25

Registration Certificates (currently C-300's)

(new purchases or transfers of restricted/prohibited guns) - $30 (each gun)

Registration Certificates (non-restricted guns)

(new purchases or transfers) - $15 (each gun)

Transport permit for target shooting - $40 per year

What does this mean in plain language? Here are two examples:

1) If you are a handgun target shooter and buy just 2 guns a year, in addition to your club membership fees the extra cost will be:

a) up $80 for your Acquisition and Possession permit

b) $60 to get registration certificates for the two guns

c) $40 for your Carry permit

Total = $180

2) If you are a farmer and buy a .22 rifle for $50 to shoot rats or other pests you will now pay:

a) up to $60 for your Acquisition and Possession permit

b) $15 to acquire the rifle

Total = $75 (remember, this is on a rifle that only cost $50)

Keep in mind that in addition to having to pay an initial fee just to register to possess your guns, once all firearms are registered you will have to pay a fee for every transaction (buying or selling) of any firearm whether it is a handgun, rifle or shotgun. Also, these fees can be government adjusted at any time (and do you really think they will ever go down?)

REMEMBER:

1. The purpose of this legislation was supposedly to make society safer. Will these fees affect criminals? HAH!! The real purpose is to make the process so costly and inconvenience you so much that you will give up your guns.

2. Every one of these is a new fee except the Acquisition licence which replaces the FAC and it costs up to $80. Six years ago the FAC was only $10. Does the word "Ripoff" come to mind?

What can you do about this injustice?

At the moment these are only proposals and you can bet the government is watching to see what your reaction will be. The louder you scream 'foul' the more likely the fees will be changed. Call your MP (no matter how much you dislike him) and tell him "NO!" to these proposals. For a copy of the complete proposed firearm fees schedule call MP Garry Breitkreuz at 1-613-992-4394. When you do tell him you appreciate his support. He is one of our strongest supporters in the House of Commons.

IT HAPPENED IN AUSTRALIA - ARE WE NEXT??

After a lunatic shot several people to death in Tasmania, the Australian government, in typical political knee-jerk fashion, proceeded to ban most long guns currently in the possession of Australian citizens. Study the newspaper ad shown here. If you don't get actively involved in dumping the Liberal government in the next election this ad won't be from Australia but from your local paper. By the way, the "compensation" they so generously mention is about 20-30% of the actual value of the firearms before the ban was imposed.

OPERATION PAYOFF

Were any of your firearms designated "restricted" or "prohibited" by either Bill C-17 or C-68 and thereby decreased in value? If so, read the accompanying notice from the National Firearms Association about "Operation Payoff". You may be able to get some money from the government without even turning in your guns. Contact the NFA if you need more information. You should also note that recent requests for compensation are being ignored by our Liberal friends in Ottawa so if you make a claim, send it by registered mail so they can't claim they didn't receive it. The NFA is also pursing legal action against the government because of their ignorant attitude toward these claims.

TREE STAND HUNTERS - A WORD TO THE WISE

Have you been hunting from a tree stand in the local area? If so, you should know that some local woodlot owners around Fonthill (most of whom are sympathetic to our cause), have contacted us with complaints that tree stand hunters are using screw-in steps which damage valuable lumber trees. So if you want to avoid having your favourite hunting areas closed off and losing some firearms supporters as well, please be considerate and only use stands that do not damage the trees they are erected in.
